The Chief John J. McGowan III Memorial Scholarship Foundation is a non-profit organization dedicated to providing annual scholarships to potential police officers looking to earn Municipal Police Officer Certification (Act 120) from the Montgomery County Police Academy.

​

Chief McGowan took much pride in his education.  Beginning with a bachelor’s degree in Criminal Justice from Philadelphia Textile University, he continued on to graduate from the prestigious FBI National Academy in Quantico, Virginia and later earned his Master’s Degree from St. Joseph’s University.  He instilled the importance of education in his officers, encouraging them to pursue higher education.  As an instructor at Montgomery County Community College, he passed on his knowledge of police work to hundreds of students.

The Chief John J. McGowan III Memorial Scholarship Foundation hopes John’s memory will live on through the dedicated men and women aspiring to serve the public as a police officer.
